Vagrant

The Vagrant is a loose cooperative of a number of wealthy and influential people living around the Astran League. Their list of members, leadership, and origin is largely shrouded in mystery, and most people who claim to have ever worked for them say they are unaware of where orders come from despite being paid handsomely for their effort.

Structure & Membership

Publicly It is unclear what the Vagrant is exactly. Rumors make it out to be anything from a criminal syndicate posing as a legitimate organization to a scheme from the Platinum Courts to apprehend lawbreakers. Most commonly it is believed that the Vagrant is made up of a number of wealthy individuals around the League who loan money to the desperate at exorbitant rates. Getting into contact with them is not easy, however, and requires you to know someone who already knows how to contact them. The only marker of proof is the official Vagrant wax seal on sent by them.

Privately The Vagrant does not truly exist. It is a façade based on forced rumors and rampant speculation. It was started by a small group of powerful individuals from different walks of life with the purpose of manipulation on a micro to macro scale. In essence, the Vagrant is a tool to be used at the discretion of those that invented it - or those brave enough to fake being part of it.

The only real limiting factor to being a part of the Vagrant is possession of the stamp that allows one to officiate the letters with the proper seal, though this is hardly ever shared.
