The Vagrant is a loose cooperative of a number of wealthy and influential people living around the Astran League. Their list of members, leadership, and origin is largely shrouded in mystery, and most people who claim to have ever worked for them say they are unaware of where orders come from despite being paid handsomely for their effort.

It is unclear what the Vagrant is exactly. Rumors make it out to be anything from a group of thugs or criminals pretending to be more powerful than they are, to a scheme from the Platinum Courts to apprehend lawbreakers. 
Most commonly it is believed that the Vagrant is made up of a number of wealthy individuals around the League who loan money to the desperate at exorbitant rates. Getting into contact with them is not easy, however, and requires you to know someone who already knows how to contact them. The only marker of proof is the official Vagrant wax seal on sent by them.

The Vagrant does not truly exist as an independent organization, but serves as a front for the [[Stalkir]]. The Vagrant itself is a façade based on forced rumors and rampant speculation, and is new rumors are purposefully circulated regularly to give keeps its true origins a mystery. It's true purpose to is twofold: To enable the Stalkir to make dealings with those that would usually avoid them, and to subtly manipulate public opinion while remaining covert.

High ranking members of the Stalkir each have the privilege to act as part of the Vagrant when deemed necessary, and in service of overall Stalkir goals, though lower ranking members are often kept in the dark about the Vagrant's true identity and are occasionally used to spread rumors without their own knowing.
